My soft size tends to be around 6 or 7 inches in length, but I have measured a small as 4 inches in length and there have been instances where it appears as long as 8. The smallest girth was around 5 inches, but that's typically around 5.5 or 6.

@Triasco9.5 damn I just had to comment on this. There have been times when you measured as small as 4 inches. Wow hot  or cold even jacking off im just ,kind of hitting 4 inches. LOL  I kind of really smiled when I read this thinking that same old saying.  Oh if only.   LOL

As a couple other guys mentioned, it's difficult to get a flaccid measurement because the mere thought of discussing (displaying) the size of my penis with others normally causes a reaction.  But I can say this much - when I was younger (teens/twenties and such) my flaccid penis was much longer and fuller, even in the cold.  But now, in my mid-sixties with the natural decrease in testosterone, and particularly in the cold, I'm noticeably smaller.  When I come in after riding on a winter's day and strip off my clothes for a shower, my penis honestly looks like a natural (uncircumcised) penis, but very short.  I'd say MAYBE an inch protruding beyond my balls, but with my glans totally retracted.  But, the rest of the time, I'd guesstimate it's 1.5 to 2 inches long when soft.

My flaccid is usually around 6.5", though it can be a little over 7 on a very warm, relaxed day.

As for shrinkage, I don't suffer much - I get down to about 5" if I'm very cold and after exertion (eg. after a day skiing)

My soft size varies from 1.5" when it is warm to 0" or an innie when it is cold. My wife loves teasing me when we go swimming in cold water and my "frightened turtle" disappears.

@zebraben  Yeah, unfortunately I have really small balls too and am 6'3" tall, which makes it look like almost nothing. I have seen other small guys, but a lot of them at least have decent size balls.

It's a double whammy for us whom are smaller soft because the smaller the flaccid size the more shrinkage will occur. The weight of a large flaccid penis prevents the cells that cause retraction from pulling the penis in towards the body. The less weight, the further the penis can retract.

I range from retracted to 2''. If I take a hot shower on a hot day I may get a little hang. But they typical size is just my head resting on the balls sticking straight out.

When mine is 5", it's nearly fully hard.
