I am circumcised myself and measure 2.5 inches flaccid, 3.0 if I’m stretched but I feel like the physician who cut me as an infant left a lot of foreskin behind. My head retracts a lot for no particular reason, besides the obvious, cold, anxiety, etc and I am always pushing back out as I don’t like that sucked in/retracted feeling. From your description, perhaps a low and loose so you do have some loose skin when flaccid. Some people have had second circumcisions to remove more skin and make things tighter.
