I don't recall saying the whole neighborhood. But I first discovered my pee pee was smaller than the younger kids during a game of Doctor when I was probably about 7 or so. There were 6 boys and 2 girls in that game. And we didn't compare our sizes but I observed the size of everyone's and knew that me and the youngest kid had the smallest. It definitely left quite an impression on me as I remember all the names and how old they were in relation to me as well as what order their sizes went in.

I have always been the smallest in any group. This sounds like a lot of fun. I would like nothing more than to take a trip/retire to the Philippines or Thailand. 

As for the original question I must have grown up in a different time. I never played doctor and I have never compared dick size among friends except for seeing friends naked after swim practice in high school. 

Knowing my own size I would say I am the smallest.
